it's not the january effect. it's the january barometer when you're talking about whether or not january has predictive powers for the rest of the year, and actually it's one of the better market sayings, as go january, so goes the year. it's got -- it's got a correlative effect that something like 75% or 80%. the problem is nobody tells you when you're in the 20%, and it's not going to work, but i think what's key here, and rick touched on it. this is maybe the most important question for the market right now because we know the fed is on hold, and we're out of earnings season. all that matters is fun flows and is whether or not people -- whether or not people are going to stick around, and i've got to tell you. it's unanswerable. if you lock at two weeks ago, you have mutual fund fund flows for equities at 14 billion. the week after it was 10 billion. this week it's 6 billion, so it's actually declining. the question becomes if there's a 5% to 7% pullback because of sequestration, does that put inbound fund flo

so today when the stock was $42, i bought the january 11th, next friday, january 19th, the following friday, 41 put calendar. what did i do? sold one of the january 11, 41 puts at about 20 cents and i bought one of the january 19, the two fridays from now, put for 55 cents. that cost me 35 cents. that's my max risk. what do i want it to do my next friday? i want the stock to close at 41 or slightly higher and have that put expire worthless. then own the january 19th 41 put for 35 cents. again, that's my max risk. i want to own that put for the january 17th earnings event. two days of expiration. i will look to spread it if it pays out. >> i will say one thing, i wouldn't want to short citi, i think it's trading about 80% of tangible book, 20% discount to the s&p financials. here's the thing. i also agree that the market's probably going to trade sideways. the only thing is, with options cheap as they are, i wonder if buying puts isn't a good trade here. otherwise you're trying to find the sweet spot. i think that flat out i think buying puts right now is probably as attractive price

the first meeting is being scheduled for january 30th. the plan is for this committee to do reviews of this system. about 1 to 2 hours a month for about 3 months ending sometime in april. and this would be a review rather than a user acceptance test. the other items are excella automation. so that's our internal staff product. we've got a lot going on. there's development in a lot of various statements, requirements, configuration, review, et cetera, and that includes the user acceptance test plan. we've developed that plan. we're working closely with the staff to come up with test cases and then in january we'll have a kick off meeting where the staff will actually start executing those test cases. the next item is data conversion. we're working closely with planning and the vendor on mapping all the data elements from the current pts to the new ppts to plan for the loading of the historical data. we have a lot of different fees in the system and (inaudible) the configuration and giving the vendor input and moving forward on the fees. ad

grace period starting on january 6, 13th and also the 20th. and those three sundays we will not be citing formally violations, but instead issuing a friendly courtesy notices of the violation and the need to start complying. again, the decals on the meters of the new hours and the enforcement times will stay put on the meters. we have also met at your suggestion with a panel of religious and community representatives in mid november. its was very successful. they had a lot of good suggestions on how to do outreach, and we are volunteering to meet with one of the leader of the group, mr. michael pappas, to the inter faith council to personally visit with him some problem locations that he had suggested and also work with him to see if there are some solutionses and outreach methods we can try to reach some of those affected parties to try to relieve some of the potential problems that may be faced. they also gave us quite a bit of good feedback on other issues, including the suggestion for us to start the sfmta to do more consistent application

it will occur on january 15, looks like twice, and january 21. they picked january 15 i think obviously because it's the birthday of dr. martin luther king, jr., we remember who was killed by an act of gun violence. so they're giving $200 out per gun. they have some other stipulations here. and just one more thing. it says the county has contributed $10,000 from its trust fund, and there's additional money. it's like an ongoing thing with them. but particularly because it's opening to residents of san francisco county and i can't help but think all of this was sparked by our own gun buy-back program. we have something rolling and looks like other focuses will pick up on it. and furthermore i will just say this. in the spirit of the cooperation that was done with the gun buy-back in december between -- or a month, the programs, the community programs in san francisco and oakland and the departments in san francisco and oakland, i think we should continue that spirit, because guns travel. so we can get the word out about this one also to the citize

it was 74 degrees in january in kansas city. one degree away from the all-time warmest temperature ever recorded in january. and topeka kansas saw their warmest day they've ever had in january. that warmth was widespread from texas to florida. now, here's the setup for the march-like severe weather outbreak. huge dip in the jet. we have a lot of rich moisture coming out of the gulf, this is just a setup for the severe storms starting this morning and then going all the way through wednesday night before it exits the east coast. already this morning, we set a record high at midnight. record high 63. 67 in the middle of the night. crazy. as far as the radar goes, not a lot right now. we had the snow through the northern plains last night. some freezing rain problems up there in north portions of the great lakes but the severe tomorrow storms will come later today. as this front begins to progress, the lighter areas of to oklahoma city, dallas is where the storms will form later this morning and then they'll sweep through arkansas
